Mercedes Larosa Donay

Founder & Board Member

Mercedes is a communications and human rights professional with over a decade of experience working at the intersection of public policy, strategic communications, migration, and advocacy. Originally from Argentina, she holds a degree in Communication Sciences, completed postgraduate studies in political communication at FLACSO Argentina, and is currently finishing a Master’s degree in Political Communication at Universidad Austral, where her research explores media coverage, institutional responses, and human rights discourse surrounding the discovery of unmarked graves at former residential schools in Canada. As the founder of NEXUM Human Rights, Mercedes is committed to connecting research, community-building, and collective action to empower migrant communities, strengthen advocacy efforts, and promote more inclusive societies where dignity, belonging, and rights are accessible to all. 

Fernanda Lopez

Board Member

Fernanda brings to our organization her multifaceted background in art, design and data technology. With her degree in Architecture and professional experience in IA language models, she approaches human rights through the lens of live environments and social change.

Her unique perspective focuses on community-centered projects driven by the belief that human rights are most powerful when they are culturally expressive and structurally supported.

Gonzalo Agrimbau

Board Member

Gonzalo Agrimbau is a public policy professional specializing in climate policy, environmental governance, and sustainable development. He currently works on carbon offsets and emissions trading systems at Environment and Climate Change Canada, where he contributes to policy development focused on advancing climate action and building more sustainable systems.

With experience spanning environmental policy, public administration, and community-centered development, Gonzalo has worked across government and research spaces to bridge technical expertise with practical policy solutions. He previously served in policy roles with the Government of Manitoba and has developed a strong track record in advancing initiatives related to sustainability, infrastructure, and public sector innovation.

His academic and policy work has also been recognized nationally. Gonzalo received a Bronze Award from the Canadian Association of Programs in Public Administration and the Institute of Public Administration of Canada for his research project “Natural Infrastructure Investments: From Science to Implementation,” highlighting his commitment to translating environmental research into actionable policy solutions.

Fluent in both English and Spanish, Gonzalo brings a systems-thinking approach to social and environmental challenges. At NEXUM Human Rights, he contributes a valuable perspective on sustainability, public policy, and long-term institutional strategy, helping strengthen the organization’s vision of building more just, inclusive, and resilient communities.

Lyle Whitfield

Board Member

Lyle Whitfield is a public servant and policy professional with experience spanning the public and non-profit sectors. His academic and professional work focuses on public policy, international affairs, security, and global development, with particular expertise in complex intra-state conflicts and quantitative analysis.
 
During his time at the Immigration and Refugee Board of Canada, Lyle received the Board’s Award of Excellence for improving operational procedures that supported the organization’s decision-making processes. He also brings extensive experience engaging with diverse communities and has worked internationally in India, Uganda, and Vietnam, contributing to initiatives focused on development, sustainability, and education.
 
At NEXUM, Lyle advances human rights initiatives by applying his analytical and technical expertise to support evidence-based, data-driven policy development. He holds an Honours BA in Political Science from Simon Fraser University and is currently completing a master’s degree in Public and International Affairs at the University of Ottawa.

Gabriela Jimenez

Advisor

Gabriela Jiménez is a Professional Engineer who brings over 15 years of diverse experience across the private sector, NGOs, and the federal government to her role at NEXUM Human Rights. Holding Master’s degrees in both Environmental Engineering and Indigenous-Led Development, she focuses on the practical intersection of technical expertise, sustainable development, and community well-being.

For more than a decade, Gabriela has collaborated with local communities on environmental, educational, and public policy initiatives, ensuring that diverse voices are meaningfully included in development processes. She is an experienced Project Manager recognized for her ability to navigate complex systems while maintaining a strong focus on project scope, timelines, and budgets to ensure successful implementation.

Her expertise is further strengthened by extensive experience in grant writing and proposal development, helping secure critical resources for social impact initiatives. A multilingual professional fluent in English, French, and Spanish, Gabriela excels at building the cross-cultural bridges that are essential to advancing NEXUM Human Rights’ mission.
